Think of that old EPA mantra: "REDUCE, REUSE, RECYLE".  Recycling is third on the list. 

With regard to product packaging, your first question should always be, "Can I eliminate the package?" Your second question should be, "Can I use less packaging?"  Finally, if you can't eliminate the package entirely, you certainly want to recycle it

To encourage recycling, we will need to figure out how to pay for the landfills that we have already committed to.  With that roadblock removed, we can move on to figuring out how to make package segregation and pickup easy.
